Water issues - run the gamut from too much to too little, from flooding in the winter to scarcity in the summer   Hydrologic cycle - includes evaporation of surface water, rainfall and snowfall, surface runoff and infiltration, and the exchange of water between surface water (streams and lakes) and groundwater storage
